| Brief Summary: | The Czech Republic ratified the Kyoto Protocol in 2001 and also being a candidate country of the European Union they will join the proposed EU Emissions Trading Scheme. According to both schemes the Czech Republic is committed to establish a national system of registries (as have to do the other participating countries). This system has to, similarly to a bank account system, be able to record allocations of emissions and transfers of emission units or emission reductions from one entity to another. It also has to ensure the required monitoring, reporting and verification functions on national level and at the same time be able to communicate with the governing international body. It is a responsibility of each participating government to establish such a registry. In order to maintain the integrity of the whole system and so that national registries are able to communicate with each other the UNFCCC Secretariat set up general rules and conditions that have to be followed. The study focused on finding out whether these conditions can be implemented in the existing registries in various sectors of the Czech economy. In the case that it is not possible what shall the registry look like and what other (national) conditions will have to be met. When working on the study we closely co-operated with experts from the Ministry of Environment in the Czech Republic, Czech Hydrometeorological Institute and the Ministry of Industry and Trade in the Czech Republic. |
| Project Objective: | The aim of the project was to analyse existing registries in various sectors of the Czech economy and find out whether some of them can serve as a registry for emissions trading as defined by the UNFCCC Secretariat. As the most suitable ones appeared to be REZZO (Register of Emissions and Air Pollution), Energy statistic at the Ministry of Industry and Trade and Securities Depository Centre. These 3 were analysed in more detail. |
| Outputs: | The result of the work is a study in English (pdf, 1.3 MB) and the Czech executive summary. The study will become part of a regional report of REC together with similar studies carried out in Hungary, Poland, Slovenia, Romania and Latvia. |
