The subject of the public contract was the implementation of expert services consisting of an evaluation of the Brno Ph.D. Talent Programme, which has financially supported selected doctoral students at Brno universities since 2009. The evaluation focused on the medium- and long-term effects of the programme, its benefits for the target group of doctoral students, its impact on the regional innovation ecosystem, and its compliance with the key strategies of the South Moravian Region. The evaluation was based on a combination of qualitative and quantitative methods, including desk research, semi-structured interviews, and questionnaires among scholarship holders, supervisors, evaluators, and innovation ecosystem stakeholders. The Brno Ph.D. Talent programme is unique in the Czech environment, significantly increasing the chances of doctoral students completing their studies on time and continuing successfully in a scientific or industrial career.
