In the Czech Republic, projects focused on waste management from the EU structural funds have been and are being supported. Specifically, it was the Operational Program Environment in the programming periods 2007 – 2013 and 2014 – 2020. At the same time, the Czech Republic compiled its own national Waste Management Plans of the Czech Republic for the period 2003 to 2014 and 2015 to 2024. The Ministry of Environment decided to develop a methodology for the evaluation of selected topics of waste management, while the methodology had to be further tested on specific data. IREAS experts dealt intensively with this topic in 2019, and the Ministry of the Environment subsequently accepted the created methodology for further re-use.

Conclusions and use of outputs:

Within this project, the following was ensured:

  • elaboration of a methodology for evaluating the contribution of supported projects in the issue of waste management from the OPE in the programming periods 2007-2013, 2014-2020 and 2020+, in relation to the main objectives of the Waste Management Plans Of the Czech Republic for the period from 2003 to 2014 and from 2015 to 2024; and
  • evaluation of the contribution of supported projects in the issue of waste management from the OPE in the programming period 2007-2013 and 2014-2020.

Outputs:

The main output of the project was the Methodology for evaluating the contribution of the OPE, which included:

a) elaboration of the Methodology for evaluating the contribution of the OPE projects in the programming period 2007-2013 for support area 4.1 Improving waste management, and the OPE in the programming period 2014-2020 for priority axis 3 (specific objectives 3.1, 3.2), 3. 3.), in relation to the fulfillment of the objectives of waste management in the Czech Republic, which are set out in the Waste Management Plans of the Czech Republic;

b) the evaluation of the projects results and impacts was assessed primarily by appropriately selected statistical methods, especially on the basis of the values of the set indicators in relation to the requirements of the Waste Management Plans of the Czech Republic;

c) The methodology for evaluating the contribution of the OPE is also intended for the evaluation of projects in the prepared programming period 2020+.
